The Island Transit Administrative Base Facility, which also serves as an Emergency Operations Center for Whidbey Island, included the construction of four new buildings for administrative offices, bus maintenance, fuel storage, vehicle wash down, and visitor and employee parking. Portions of the facility are located within the Ebey’s Landing National Historic District and were designed to meet special Design Review and Community Design Standards for the historic district. Design treatments were applied to meet the historic district requirements and included preservation of an existing native remnant prairie, reuse of onsite prairie soils, native shrub and tree planting, rolling earth berms planted with grasses and wildflowers, and conifer trees to help screen the facility from adjacent streets. The project also included outdoor patio gathering spaces for visitors and employees. Grape arbors enclose the patio space and screen the adjacent parking area while site furnishings and pedestrian lighting make the outdoor patios popular among employees and visitors. HBB provided planting and irrigation design services including design and construction documents, specifications, cost estimates and construction services. Planting design included multiple raingarden treatments to collect and filter stormwater on site.
